The exhaust system takes the burned air/fuel mixture out of the combustion chamber and sends it to the catalytic converter to be cleaned, the muffler to have the noise toned down and then to the outside world. If the burned mixture isn't scavenged out of the combustion chamber efficiently, it will interfere with the incoming air/fuel mixture and reduce horsepower.
